Born at No. 11 Old Cottages, Birch Green in the Parish of Hertingfordbury 6th August 1882.

Left Birch Green School at Christmas 1894 and was two years at Hertford Grammer School, now called Longmore School.
Had a sister 2 years younger, another sister 5 years younger, and a brother 11 years younger.
Earl Cowper allowed his mother Estate Widows Pension, which was 3/-d a week.
The Rector, Mr. Burnside, advised Francis' mother to apply for Parish Relief, which could be granted by the Board of Guardians.

Newman Infant School, Miss Jane Jeffries was his tutor until he was 4 years old.
In the autumn of 1894, Francis gained the award of scholarship for the Hertford Grammer School. This was one of the earliest that was granted to Elementary Schools in Herts.

Christian

Francis went to work as a carpenters appentice in the shops at Cole Green in January 1897, aged 14.
Francis started work on the estate of Panshanger House in 1897, and retired from regular work in 1948.

July 1905, the seventh and last Earl Cowper died at Panshanger.
